  • Affidavit in prescribed format, often required for business premises or non-judicial purposes 

  • Character certificate, which can be obtained from educational institutions (e.g., BTEC) or local authorities like Jan Seva Kendra 

  • Proof of qualification, such as a 10th pass certificate or diploma/certificate from an AICTE-approved institution 

  • Work experience documents, including work completion certificates, award letters, final bills, or contracts with government departments 

  • Financial documents, such as a banker’s certificate, net worth certificate, average annual turnover certificate from a Chartered Accountant, or income tax return (ITR) 

  • Employment declaration by staff and proprietor, as per Annexure-I 

  • Undertaking as per Annexure-II 

  • List of machinery, plant, and equipment with working manpower details 

  • Security deposit (amount varies by state and class; e.g., Rs 50,000 for Class D in some states) 

For civil contractors, additional documents may include:

  • Certificate from a licensed architect for private works 

  • Performance certificates from government departments for completed projects 

  • List of completed works with details in prescribed proforma 

For electrical contractors, documents may include:

  • Qualification certificate from an approved institution 

  • Court affidavit for unemployment 

For labor contractors, required documents include:

  • PF and ESIC registration certificates or workers’ compensation policy 

  • Labour contract copy, LOI, or agreement with the principal employer 

  • Form III (Central License) or Form 5 (State License)

  • Up-to-date Labour License for construction works 

  • Bank Solvency Certificate 

  • Police Verification Report from an officer not below the rank of DSP (within one month prior to application) or a valid passport 

  • Address Proof such as an electricity bill, voter ID, driving license, or bank passbook (all documents must have the same address) 

  • Employees Provident Fund (EPF) Certificate with up-to-date challan 

  • Income Tax Return Copy 

  • List of Tools & Plants relevant to the contractor’s class (e.g., for Class-III, items include axe, pick axe, kodali, frock kodali, tagari, belchaa, basket, iron brush, plastic rope, range, thela, iron rope, iron pipe, plastic pipe) 

  • Self-attested copies of all documents 

  • Declaration in Affidavit with pass certificates of key personnel, depending on the class or upgradation level 

  • Machinery and equipment details, including ownership or lease/hire proof, based on the contractor’s class (e.g., truck/tractor, concrete vibrator, pump set, concrete mixture machine, welding generator/transformer, machine tools, electrical tools & kit, dumper, rig machine, air compressor, concrete cube testing machine, steel shuttering, steel staging, tripper, etc.) 

For firms or companies, additional documents include:

  • Firm Registration Certificate and Partnership Deed (for partnership firms) 

  • Certificate of IncorporationMemorandum of Association, and Articles of Association (for companies) 

  • Power of Attorney
